Remote key fobs not working, but the keys do. Why does alarm go off when car is opened with key?

The only way to silence the alarm is either with the remote fob, or if it's failed (as in your case) by putting it in the ignition and turning to position 2.
Have you tried resync'ing the keyfob, as per the handbook instructions?

Failing that, occasionally these fobs suffer a dry joint on the battery contacts. If you're a dab hand with a soldering iron, you might be able to repair it yourself, but most people just put a thin bit of card on top of the battery to make it press down a bit harder.
Be careful that the transponder immobiliser chip doesn't fall out of the keyfob and get lost if you open it up - otherwise you won't be able to start the car again.

Having recently repaired the 'blipper' for SWMBO's Xplate Zafira; the battery holder isn't supposed to be soldered to the PCB, it relies on pressure from a piece of foam in the other half of the casing to make contact, so adding a piece of card / rubber band will often effect a fix. Eventually the switches themselves go, I replaced them with ones off eBay for a couple of quid - you need to be fairly handy with a soldering iron to do that though. Better than 100 quid for a new blipper + coding from a dealer though!

Found a post over on Vauxhallownersnetwork that shows where the dry joint is.

That isn't supposed be be a soldered joint ! :-/ - the risk is if you solder the battery holder to the PCB via that pad then any force on the battery holder next time the battery need changing and the tracks are likely to come off the PCB: then it's game over.
One way round this would be to use a couple of blobs of araldite or similar to fix the battery holder firmly to the PCB, although I've not tried that. It does help the battery - PCB contact to blob a bit more solder on the two pads on the PCB which press on the battery holder contacts though.

Key merely locks/unlocks car;alarm can only be set with remote.

On my previous Vectra-B and Vectra-C the alarm was also set by turning the key in the door lock. Only way to turn it off is as I mentioned further up this thread.

LOL , yep found that one out on my current lovely green Vectra the hard way, blipper was on the blink ( hence my familiarity with their innards) opened the driver's door with the key and honk honk honk .... eventually relaised position 2 on the ignition was the only way of stopping the blighter.

As a temporary workaround to stop the alarm from being set when locking up, open the rear offside door, reach in and press the button down on the drivers door and then close the rear door. This will lock all the doors, BUT NOT deadlock them (and obviously not set the alarm)

And then you find you left the keys in the ignition.
