Shirt tails were so long in those days that they would have been visible from both directions unless the walker was wearing the ubiquitous raincoat.

I recall reading this in a brilliant Punch article around one VE day.
The article was about wartime motoring, and entitled "In which we swerved"

There was also a story of ponies being painted with horizontal white stripes across their rumps for the same reason.
