Typical DoT/Civil Service smoke and mirrors. The final para reads:
'The report does show, however, that there could be worthwhile benefits from permitting a modest increase in the length of current articulated vehicles. The Department will consider these further in the context of its ongoing strategic work on freight, on which I expect to publish a summary of progress this summer.'
So even bigger HGV's it is then.....................

In parts of Europe (can't remember which nation) they trialled longer trailers known as maxi trailers.
The wheelbase was about a foot longer then a conventional full-length trailer & the actual trailer body is about a metre longer. The driving characteristics on the motorway was the same but when negotiating a roundabout, the center of the trailer would cut in sooner because of the longer wheelbase, which could mean needing extra room on the outside lane before turning.
