Not actually relevant any more, fortunately.
s.145 (3) RTA 1988 was amended by SI 2000/726 (The Motor Vehicles (Compulsory Insurance) Regulations 2000) to include the words "or other public place" and therefore anything that would now arise within the limitation period for litigation (except where a minor child was involved and the claim was so old that it would be evidentially difficult) would now encompass a road, car park or other public place equally.
