According to the Haynes manual the rear brake drum should slide of the wheel studs once the wheel nuts have been undone and it rotates freely.

However, on my car there is a flanged cap over the central hub nut which stops this happening.

When I try to remove this with a hammer and screwdriver I just damage the flange rather than loosen the cap.

Do I need a special tool to remove the cap?

A small thin chisel will remove the cap with the help of a hammer!

If you damage the cap just replace, there should be a nut with a castle type of washer with a split pin through it, just remove the pin then the nut.

If the drum won't come off back off the shoes/hand brake, or fit the wheel and remove as leaverage..
