The last I heard was that the idea had been dropped due to almost universal criticism in the consultation. The only winners are the civil servants with their noses in the pork barrels.

It's one of those ideas that has sound reasoning at the heart of it but once we're "all doing it" the advantage is lost. Just as all new cars have ABS and a third brake light, people seem to brake harder and later and leave ever shorter stopping distances and so on; if the whole population wore hi-vis vests all the time we would eventually fail to notice them.
Lights on all day is now the rule in Austria, Italy, Hungary, Czech Republic and Scandinavia but AFAIK it will not be introduced in all 27 EU states. The system is optional on new cars and permitted in most states in the USA, where research into accident reduction so far seems to be inconclusive.
Where daytime lights are in force, my own solution to the "invisibility" of motorbikes - is to allow yellow lights only for motorbikes, so that they would still stand out. Clip-on yellow filters could be removed at rider's will (motorways, night time, whenever)
