I seriously think people within councils get bored and have competitions to see who can waste the most money without getting the sack.

Try the central Highlands - particularly Pitlochry and Aberfeldy where they have closed the public loos and lots of business allow you to use theirs.

Well, if they have so much money that they struggle to spend it all, why would they have closed all the toilets in the first place?

I'm sticking to my theory about competition money wasting.
