By 1995 carbs were a thing of the past. I suspect it's single point injection.

Is this an 8 or 16 valve one? [Engine code would help.] They both can have motorized throttle bodies which may be the problem here.
When did it start happening and what was done just prior to that?
Can you hear any hissing noises coming from the inlet area?

the engine is a 8 valve and prior to this problem, the car had been stood for a month.

IF its a 1995 1.4 i think the engine code is either AEX, AKV, ANX, or APQ. all with multipoint injection systems. If its got a carb it might not be a 1995!

i cant find the engine code do you know where it is? also i said it looked like a carb but was confused when i couldn't see a choke of any sort so thinking it must be the single point injection your talking about, sorry to sound like a total dunse
