Ok its the fan motor or the electrics that drive it ( you will hear mention of the "resistor pack")

have you tried changing the fan speed?

Yeah I tried settings from 1-4 and it was totally dead. Is the fan motor or the electrics hard to fix?

Ive checked the fuses as I had a problem last month with the rear lights and dash lights not working so I replaced the fuse. I could'nt find the fuse for the fan motor Its not listed on the fuse map.

Every thing else electrical seems to be working Is it worth while changing all the fuses? just to be sure

Without full car details, it's hard to be sure; but fuses 12 and 13 in the dash fusebox and the only relay that's in a corner of the engine-bay fusebox are for the heater/AC system blower.

I changed the relays in the engine fuse box and Ive got the heaters are working on settings 3 and 4 but not on settings 1 and 2, I can live with that but I would appreciate advise on how to make all the heat settings work, Thanks for all the help so far!!

You will need to replace the fan speed resistor which is easily located behind the glove box in the heater motor housing.Get a replacement part for a Honda civic ,it will be cheaper than Rover equivalent same part.hth
