I've now come across 3 or 4 cases of this in two different parts of the country, one on a major motorway service station on the M4. Maybe the filling stations owners feel a bit embarrassed at having to sell the stuff now its been forced through the 1 pound a litre barrier ?

I'd say it's because many stations have older fixings from the 80's or 90's so they can't cope with an extra digit.

Some near us, including supermarkets, have them missing completley I.e blank spaces where the digits should go and they have been like that for ages, so you dont know how much it is until you actually get to the pump

There is a small village filling station I pass occasionally that claims to sell derv at 08.9 pence per litre - they don't have space for the "1" on their sign!

Station close to me has actually put the "1" onto the actual sign rather than the digits that change.

Our local fuel station has space for the numbers (they recently changed to showing just the pence per litre, not fractions - eg. "109") - but have just had blank spaces up there for the last week. They said its because they were losing a lot of business because people weren't stopping.
