Indeed, but the Association of Grtr Mcr Authorities who are pushing for the charge (despite two councils having already voted against it) have said that clear public support is a key condition of pressing ahead. They claim they have this on the back of a private survey but refuse to reveal the questions asked so this referendum is the first truly public test.

Anyone remember the episode of Yes Minister when Sir Humphrey got Jim Hacker to agree to two opposite points of view by selective questioning?
In this case I would expect it to go like this.
Q1. Do you think traffic around Gtr Manchester is a problem?
A. Yes.
Q2. Are you concerned about increased pollution due to road congestion?
A. Yes.
Q3. Should the council take measures to minimise traffic congestion?
A. Yes
Q4. Would you support the introduction of a congestion charge?
A.
Then publish the results using only the final answer as XX% of people surveyed say they support introduction of a congestion charge.
