If i wanted to use the services of a mobile mechanic, would I have to take the car off a public highway or are they allowed to work on the street?

I don't know if they can work on the road, but I know for a fact that they do round here.
Even if it is allowed in general, your deeds/tenancy agreement could well prohibit all but emergency repairs.
Saying that I have never heard of this being enforced except where people have been very inconsiderate of their neighbours.

I wouldnt let a mechanic work on my car on the road. You as a customer also have a duty for health and safety, and its not a safe place to work

And then there's always the Town Police Clauses Act of 1838.

always amazes me that people want to use mobile mechanics anyway
thing is anybody doing a job on a car always needs something they havent got on the van,or they will have to improvise, you just cant beat a proper setup with all your tools together complete with a good workbench and access to heat, grinders, welders and compressed air.
oh and a roof over your head whilst working
if your plugs are wet and the old beast wont start then a mobile man probably can ,but thats it for me,working in puddles or minus degrees is no good, for the blood

Reckon there is a market, servicing company cars in the company's car park or perhaps tradesman's vans while they are on site. Nothing more disruptive for an electrician etc that to have to leave his van at the dealer for a day.

we have windscreens done in our car park, (or at home) and tyres (at home or car park) As dar as servicing goes, someone comes to take the car at 09:00 and its back by 17:30.

Good point, but when one serviced my car I think he actually asked me to drive it onto the road because he didn't like my driveway (worried about things moving and car falling), although the driveway is a brick one and in good condition. My road is also very quiet, which helps.
I saw an AA van/mechanic on a 60mph A-road a few weeks ago, soon after a bend at rush hour, in the rain. He must've either been very brave or stupid. I slowed to around 50mph giving loads of room (nothing comming the other way), but I doubt that others would be so considerate.

I use Andrew Moorey , Tune Up mobile mechanic and a good friend and advisor of the technical forum to service my own and company car. My Brother in Law and nephew use him as well.
Work is usually done on my drive or on in the office car park. If anything more serious than a service needs to be done then he has access to a workshop , takes the car away and leaves his van.
I have not actually seen him working in the road.I use him because he is, convenient m reliable , knowledgable and relatively inexpensive ( Thats got to be worth a discount!) .
However the local garage on the estate where I work frequently has vehicles in bits , wheels off , engines out etc parked outside on the road and mechanics working on them and blocking the access road .

Used one to service my wifes Escort over the winter. Was sceptical initially, but started thinking about it.
Realised he would need to rely on word of mouth as had no premises to attract passing trade. Thought this was pretty sound reasoning, and wa rewarded with a very good service and a lot cheaper than the local garages for my wifes Escort. Only problem is we've lost his contact details now, so will need to hunt for them as will definitely use again.
