What exactly it is? Is it same as rust-proof warranty?

Effectively the same thing, but if you read the small print you'll find an "anti-perforation warranty" only covers rust where the rust eats trhough the metal (as it says in the name, really). Surface corrosion (e.g. as a result of stone chips) would not be covered.
That's also why anti-perforation warranties typically require a regular inspection of the car - to detect - and hopefully treat - the rust before it eats through the affected panel.

Also as per fine print, those inspections are not free!

Generally the panel has to 'perforate' from the rear - i.e. rusting through from exterior is not usually covered....
