...but if the NSL was to be changed, then all the NSL signs don't need changing! If the motorway limit did change, then all the signs would need replacing.

Scotland is not exactly festooned with Motorways, so changing them is not a huge issue

Nevertheless, that is the reason. NSL signs may also be observed on roads other than motorways. Same principle.

They have NSL speed limit signs on other roads except where the limit is 70mph.

For the past 30 years or so I've found the Scottish traffic to be much lighter and slower than in England.
My normal cruising speed of an indicated 80 seemed much faster than the locals who stuck rigidly to 70.
Fixed speed cameras only seem to have been sporadic - maybe things are changing. The oldest one I know, near Gleneagles, is hidden behind a sign IIRC.
I am indeed Scottish - but sweaty??

But that reasoning isn't consistent with the way other limits are displayed. If all limits were categorised in this way such as an 'L' for local which means 30mph then I could see a logic but...
And how often is the NSL changed? When was the last time? Were they *really* thinking that far ahead when they deemed the NSL sign the best way?

I'd guess when they first put the NSL limits up, they meant there wasn't a limit at all, hence it not being a number.

It was changed in the 70s oil crisis - NSL was 50 mph for a while IIRC. NSL also has different meanings for different classes of vehicle remember.

And remember, we all hope the motorway limit will go up to 100 soon don't we? No point in spending money on new signs when that happens.
