b} what is this "rich world"? Is it PC speak for 1st World? What are the 2nd and 3rd World now called?

c} as a Londoner I hate the concept of the congestion charge even though I am exempt from it. I can't really see that it has had much affect (if you charge a non-Oyster card holder £5 odd on the tube for a day pass what is another £3 on top for the convenience and peace), although I will admit that since the latest extension has gone in place, traffic around Wandsworth Bridge Road and New Kings Road has dramatically tailed off in the morning. I do not know where this has been displaced to (I think possibly Fulham Palace Road) but I am sure that it has been displaced rather than reduced. Also now that the area is so much bigger, so many more people are eligible for the 90% reduction thus the fiscal "punishmnet" for driving in the CC area has disappearead.
