I don't suppose she considered the consequences if she had got away with it. For the rest of her "life" she would have had to remember which organisations she was dead for, and which it was safe to remain alive. For all motoring related matters she would have had to double up as her daughter. Whenever anyone asked her to fill in a form she would have had to stop and think carefully which she was. Easier in many ways to become fully dead and simply reappear with a new identity.

It's a bit like excusing a fatal crash by saying that the vast majority of the journey was safe and the only bad bit was at the end. Or something like that.

Driving with a provisional licence for years. Why did she not take a test then?
Personally I think she got off very lightly for years of driving without a licence or insurance.
She also lied to the Police and got caught out. She admitted to trying to pervert to course of justice and the sentence is usually a custodial one, so she definitely got of lightly with a six month jail sentence, suspended for 12 months.
Surprisingly there does not seem to be any driving ban or obligation to pass a driving test.
