Rover 400 diesel, keeps blowing 10A No.19 fuse (instrument lights & rear tail light R/H) bulbs are fine. Fuse blows instantly so possible short? Any help ideas where to check next please!

Take that bulb out the tail light and see if it still does it. Otherwise it's a short as you say probably caused by a chafing wire onto bodywork.
Whatever you do don't use a higher amperage fuse.

Good idea to check the wiring that runs thro the rubber tube to the tailgate and no. plate lights. Very common for these to fracture and short out.
