Photocard Licence dates

Photocard Licence dates - Tim Allcott
I'm presuming on the Photocard part of the licence the date at 4a is date of issue, and at 4b is date of expiry. Can anyone confirm that?

You should have got a little booklet with it which explains all the displayed info, can't find mine at the moment but that sounds about right.
