If you watch right to the end, you'll notice that the passenger in the van (who's not wearing a seat belt) leave a nice head shaped dent in the windscreen and nearly go flying out the side window. :-)

Those things really are totally out of order, a sledge hammer to crack a nut if ever there was one, you really can see how somone can make a mistake, afterall in the time the bus is sitting waiting a vehicle could come up behind it with no view of the posts and signs obscured by the bus.

Someone should challenge their legality.
