Yes, it really is an RAC patrolman with his trousers down thanks to the text that accompanied the photo but which I couldn't link directly here: "An RAC patrolman took off his trousers before wading into a flood to help stranded drivers in New Buckenham, Norfolk."

Almost as daft as driving into a flood is wading into unknown and murky water in bare feet. There could have been anything in there, from broken glass to shards of metal and all manner of nasties in between.

Im suprised the patrols are not isued with waterproof overtrousers. Had it been me I would have changed into overtrousers, no way I would have bare feet either.
