I see one of those smarts parked since mid last year in a small street right next to our office in Old Street area. They hunt for courier vans that stop next to the office complex. There are only two places to park at the end of that street - one is roadside bay which council restricted with double yellow lines for no logical reason. The other one is metered bay where the smart is permanently parked. For couriers it's pretty much down to either stopping and paying fine or not delivering mail at all.

So why arn't the building owners/occupiers lobbying the council for some short stay parking /waiting to allow the couriers to deliver legally!
What happens if the couriers refuse to deliver because there is nowhere legal to stop and tell the occupiers to collect their mail!

Are Royal Mail vans similarly not allowed to deliver parcels and letters to premises situated on yellow lines? I thought they had a legal obligation to deliver anywhere. Does Postman Pat often get booked?
