My 2002 clio keeps blowing brake light bulbs on the one side, any ideas.

Is it on the same side as where the exhaust is? *Could* be a vibration problem if so.
Does the glass of the bulb have a chrome appearance? If so, then it could be a low voltage problem causing the bulb to carbonise.
Have you tried a different brand of bulb if none of the above applies?

Both bulbs I replaced were from a Halfords twin pack so you could be onto something there. How do you fix a low voltage problem if that's the case.

First of all measure the output voltage, and if low, (less than 12 volts) start cleaning up contacts and check security of wiring.
If I were you though, I would first try to source some bulbs from somewhere else.
