Re SPECS - my experience of them on roadworks on the M11 is that everybody keeps to the posted limit. Clearly they are controlling speed well. However they are certainly expensive, I understand. If they are only slowing the traffic down and not making money they won't be installed in many places I suggest.

All it takes is one location with the matched cameras in the other lane - as I understand they are approved for distance between two fixed points and these could be on different lanes.
But then you could go through that location at any speed in the same lane without fear!
Who wants to take the chance - just comply with the limit and they will all dissapear!

AFAIK the SPECS cameras in Nottingham paid for themselves pretty quickly (I've heard word of mouth claims of 6 or 8 months). There is one a few minutes drive from our house that apparently caught 76000 drivers and netted £4.2m in 5 years: news.bbc.co.uk/1/hi/england/nottinghamshire/427606...m
I drive through them twice a day, they do slow traffic down but I quite regularly see cars passing at 'risky' speeds (its 2 lanes in both directions). Either these drivers are gambling on being just under the 10% +2mph, or they're not local and don't know how Specs works. The "changing lanes to avoid being caught" idea sounds interesting, but I'm not doing any experimentation and risking my licence!
