Are there any Regulations stopping me from manufacturing my own Car trailer for my Track day car with spare wheels etc..

Only the usual lighting/weight/brake regulations. Easier to buy one though.

I think you will find they are covered by a BS number and an EU number and must conform to certain standards .I would have thought it was almost impossible to self build and stay legal.

UK Construction & Use regulations HAVE to be complied with.
BS, EN standards don't have to be met. Standards are regulations.
EU regs don't apply in the UK, if C&U regs are met.

I had an 'Indespension' book years ago that gave build plans for trailers. Presumably regulations have been changed since then so I don't know what the home builder would have to encounter.
Although I would have been thinking along the same lines as you with regards to building one myself some years ago, I have to say that these days I would rather stump up (after saving up!) for a purpose built trailer. Unless I was 101% convinced of my design and welding capabilities I would rather go for a pro-build item, especially when the insurance companies these days seem more reluctant than ever to pay out due to the wonderful compensation culture we have imported from the USA..........
My brother has a 2001 Caterham 7 which I carried on a fantastic trailer, I think it was a Brian James Mini one, when it blew it's first head gasket (yes, K series : o ) ) That was great, very light and a joy to tow, even behing my 1.7D Vauxhall Combo Van
