Pitagora Suicchi, it's an Engrish term (hence the Hiragana text), it means "Pythagoras' Switch", and is the name of a kids' educational programme on NHK which shows in the early mornings. From what I can gather it's similar to the old Johnny Ball things we got over here.
These little films are used at the start and end of the programme.
I saw this show when I was over in Japan a couple of years ago, sweet little thing it is. I wanted to know what that annoying tune meant so I found out.
