I am looking for, but unable to find, a law prohibiting learner car drivers carrying passengers.
Bikes - no pillion for learners understood.
Apart from the supervising full driver I can find no mention of passenger carrying for provisional car drivers.
The reason I ask is that a dissagreement in the pub has got me looking.

There is no such law.
It is permissable for a learner car driver to carry passengers provided at least one of them meets the necessary supervision requirements.

From Highway Code:
Learner drivers
Learners driving a car MUST hold a valid provisional licence. They MUST be supervised by someone at least 21 years old who holds a full EC/EEA licence for that type of car (automatic or manual) and has held one for at least three years.
