As long as it's off when you're driving, the ABS is working. Some cars it goes off before you've started the engine, other cars it doesn't go off until you begin to move at a given speed - e.g. 5mph (think some old model Landrovers were like this).

As TVM says, it varies between cars.

One of my old Cavalier's, the light went out 4 seconds after turning the ignition key without the engine running, but another Cavalier I had, the light didn't go out until the engine had been started.

There used to be a chart in a garage I used at one time, all the times for different makes and models, something to do with the MoT.

No matter what car it is - its a MOT Requirment, that the Light comes ON - and then goes OFF, if its stays on then its faliure, if it doesnt come and at all this is also a faliure
