This is a very well known problem with the Italian-made (Marelli) electronic throttle system fitted to these Volvos. When the completely pack up the car won't go above about 25mph. Some people have had them replaced and the new one fails after a year or two!!
New ones are about £500 from the dealer and then they charge for fitting and coding the new one to your car. So probably £600-700 to fix. If you can get your old one rebuilt then you'll save on the coding charge. Try BBA-Reman or a local Volvo independent specialist.
