He is checking to see if he can smell any dodgy burnt oil smells or traces of coolant they mean the engines worn.
Ive always had a sniff of the oil filler cap when checking a car I might purchase over, Its like checking the coolant & brake fluids by removing the caps & having a look too.

L-P is right - you can tell a lot from the inside of the oil filler cap.
Burnt smell, oil fumes, blow-by fumes, mayonaise, caked crud (especially suspicious if the oil has been freshly changed, lack of oil splash from cam-shaft, significant increase in valve noise.
