I apologise for my earlier comment.

I initially thought this was about something else that I read about in the paper today that wasn't at all motoring related. When I eventually got the link to open (our new net nanny filter at work rejected it first off) I had a knee jerk reaction and posted the above message. I then edited it when I realised it was in fact motoring related. Finally to top it all, the works server died and I was unable to clear up the misunderstanding.

I'm pleased.
I hate chavs who drop litter, sometimes a car in front has McDonalds bags, cups and cartons tumbling out and bouncing all over the road, and I feel like shooting them.

If you throw something biodegradable out like an Apple core into a headge bottom, or a crisp, you should do it when no-one is looking anyway. A matter of pride and shame of not being misconstrued.

This lady was inrterviewed on PM tonight. Seems that she was driving at the time and the resultant Wotsit deposit was as a result of "messing around" between her and her children chucking crisps around and that this one landed on her lap and was chucked oout of the window. The event was witnessed by a council worker and her reg no was recorded. Initially, apparantly it was mistaken for a fag end. In her defence it seems trivial. In their defence they acted within the law. Doubtful whether such "messing around" by kids alows the driver to drive with full attention to what was going on outside the car but that's another issue. Her indignant rotest was that she should have been warned rather than fined and also mitigated by collecting a number of fag ends from outside the office where she went to plead her case. Seems much ado about nothing really.

Oh and what she really took exception to was being called a litter lout - at her age.

She should have told them something like one of her children threw it onto her lap and then a gust of wind caught the Wotsit and caused it to be blown out of the car.

She would probably have got away with that, unless the powers that be would have tried to fine the gust of wind £75!

Pity they haven't got something more important to do.

I know I've worked in the enviroment too long (like 26 years) but why oh why do people think that lying is the default way to get out of things ? The redeeming feature of this story,of mediocre life as we know it, was that the poor woman was/is honest !

I see this as a step forward.

I once posted here about someone in a car in front of me tossing a milk carton out of their door.

One poster commented that if the minor breeches are dealt with firmly but in proportion then this can create more respect for law and order in general.

I think there is some truth in this arguement.

Agree entirely H. Perhaps the reason litterings done so often is that experience shows there is no follow-up, nothing happens, no-one wants to make a fuss. Time to stop making excuses about enforcing the law. Letting louts off, because they claim to be hard done by, oppressed by the middle class, or whatever expedient is peddled as an excuse, merely reinforces their anti-social outlook.

I haven't seen the lady in question, but I don't think it's petty to fine litter louts, but it does appear as though this woman may be innocent.

Who is this council worker, are they specifically employed to catch litter louts? It seems a bad that someone can not down your registration and you be fined. I think people should be caught in the act while the litter is still next to them.

Causing Death by Reckless driving tops the list - Burden of proof to prove recklessness is on the prosecution. Cough it and go to jail with very little effort from the Police/CPS.

You can get a parking ticket and pay tell the truth and pay £60.
or pay someone returning to their car £1 for their old ticket and send it to the council and say you had a ticket. You pay nothing.

There is no incentive to tell the truth, the more truth you tell to a community parking enforcement officer, or other state-appointed vindictive busy-body the worse your situation. Like I say, they have made modern society a liar's paradise.

This is becoming more difficult as some ticket machines require you to enter part of your registration number to show the ticket was purchased for your car!

and when it's a type of machine you've never encountered before, and the instructions on how to switch to alpha characters are printed in 8-point type, and you've left your reading glasses at home, and it's pouring down with rain, and your trying to get somebody in pain to an emergency hospital appointment, you start to have thoughts of violence and revolution !

Litter louts are nothing new, I can remember 40yrs ago when I was 20 walking back from the pub at night with a bag of chips, neatly rolling the unfinished chips in the wrapper and throwing them in a handy shop doorway. Unfortunately for me there was a copper hiding in the next doorway. He made me pick up the package and marched me to the nearest lamp post mounted litter bin. Then then booked me. I ended up with a £3 fine - half a weeks wages in those days. I never forgot the lesson though, and more recently I parked at a local beauty spot, had a drink of tea from my flask, and reversed out on a different lock. Loud pop and the sound of crunching glass. I'd run over a small glass bottle. Hostile stares from everyone within earshot, I guess they all thought I'd thrown it out of my window. I picked up the bits as best as I could and scarpered. I was still checking my mirror for flashing blue lights a couple of miles later though.

Sorry, at the risk of appearing obtuse, I was making the point that one is not fined for telling the truth - one is fined/jailed for illegal parking/ causing death by reckless driving or whatever.
