A colleague of mine has a Citroen Picasso which has air conditioning.
The windows steam up if the aircon isn't switched on. Do the models WITHOUT aircon have a steaming up problem?

Don't think so...my 306 does the same sometimes in winter. I think the A/C system traps moisture then lets it evaporate. Very annoying when the temp is below the A/C cutoff point and trying to use the demist just blows more moisture onto the screen.

Our Renault Scenic - without aircon - also steams up readily and is very difficult to clear. Especially a problem with the dogs on board after a good run!
Suspect the problem is poor ventilation, made worse by large area of glass which allows the cabin heat up quickly. On cold days, windscreen is slow to clear as heater/blower seems underpowered for this too.

Try changing the pollen filter, and ensuring that the air flow is not set to recycle.
The ventilation in my current A/C Xantia is not as good as my previous non A/C one - it tends to steam up much more easily (although, thinking back it is about 20k since I changed the pollen filter, can't remember if it was better or not after last time I did it...)

AC will get rid of any condensation more quickly than without. It's the most effective method of clearing a misted up windscreen. If it's very cold or very hot outside then using the AC with recirculation switched on can clear misting up letting the car use air that is roughly the same temperature and humidity as the car itself. Make sure you switch it back or the problem will come recur the other way.
