Two questions, what engine and is the core plug not accessible without taking the head off?
water leak - fiesta - piston power
if you tap the plug on a corner it should spin around so you can waggle it out,or put a hole through the middle and pull it out, first drain the engine block of coolant, clean the head, apply some blue hylomar around the new plug and tap it in. good luck!!

whats the best way to remove a cylinder core plug from a ford fiesta (1999) and replace it or would silicone do the job

I used to use a slide hammer to remove cor plugs or just puncture it (in the centre) the prize it out. Make sure you dont score the edges and clean it well before fitting a new one.
Silicone wont work due to preassure and heat etc. Hope this is of some help :-)

Drill a small hole in the centre of the plug, screw in a self-tapping screw of suitable length, and use a claw hammer. Fit new plug with blue hylomar as suggested. Renew antifreeze.
