Audi A4 tdi 1995 Turbo Seals?

Audi A4 tdi 1995 Turbo Seals? - hm
Hello all, it has been some time. I have started to notice that the waste gate diaphram on my wifes Audi A4 tdi is leaking oil.......I can not see how oil would get there unless the turbo was leaking?

Any thoughts or advice...thanks
