NCAP ratings can only be compared for a given size of car. A rating of 5 for say a super-mini does not mean it's as safe as an executive car with a 5 rating. In fact an exec car with a 4 rating could be safer than the higher rated small car.

No. Infact, a 4 star 1600kg car is probably safer than a 5 star 1100kg car.

NCAP ratings can only be compared within class. Another reason why, IMHO, they are barely worth the paper they are written on.

Give me a 4 star executive car to crash in at 70mph over a 5 star supermini any day.

Without them I dare say manufacturers would be focusing on cars that perform well in real world accidents not in NCAP's testing lab crashing into perfectly sized objects at exactly 30mph.

NCAP is clearly very valuable as a guide though the answer to the OP's question is - depends.

I.e. a small car carries less inertia at a given speed so, for instance, in a rear ender may do less damage to itself and less damage to the car in front (and accordingly it's occupants) than a larger car would.

Which give ratings that allow one to compare vehicles in different classes - unlike the NCAP star system. Big cars do indeed tend to do better than small ones.
