I know HJ says that the water pump should be replaced along with the belt and tensioner on the 1.8 petrol turbo engine. Does this also apply to the 1.9 PD Diesel?

Changing the waterpump at the same time as doing the timing belt is only applicable if the timing belt drives the pump, which it does do on the 1.9D.
The theory is that a siezed waterpump will strip the teeth off the belt and thus bend the valves, and the incremental cost of changing the pump at the same time is small.
If you are sensitive to the noises the engine makes and you check it out on a regular basis you will probably detect a failing pump bearing.
I think changing the pump every other TB change would be about right.

YES,
When the plastic pump fails it just stops pumping, the impeller just spins freely on the shaft, but that does mean the whole cambelt change needs to be repeated.
