Someone near where I live has a car which (literally) has an exhaust so loud (obviously broken), that it wakes us all up at 5am in the morning when the owner goes off to work. I've heard quieter vintage aircraft ...

Is there anything that I can do about this - I cannot imagine (unless they changed it recently) that the car could possibly get through an MOT ....

Find the reg mark of the car and tell plod. Or, if you know where he lives and he isn't covered with tattoos plus a baseball hat, tell him about about the annoyance he is causing.

Some years ago a bloke who moved in opposite my ground-floor flat used to drive a clapped out old Metro which took about 20 minutes to start each morning - he left for work at 4.45am. In the end I didn't complain because I felt sorry for him, and a couple of months later the car got scrapped.

Environmental Health will certainly be interested and are likely to act if you give them the index number of the car. I had a problem some years ago with a neighbour who was content to allow her car to dump oil on the roadway; the Environmental Health department were receptive and quick to act.

I agree about informing Environmental Health, we had a neighbour who didn't seem capable of getting in his car without setting the (very loud) alarm off everytime, despite this often being 6am.

We wrote to the Council who responded via Environmental Health, they asked us to keep a log and also contacted the driver.

The problem went away very quickly, with no need for confrontation.
