3 Fred Flinstone: Overloaded car with large brontasuarus rib
4 Cruella de Ville: criminal record for theft of puppies
5 Noddy: Illegal use as taxi and crushing big ears bike
6 Danger Mouse: why?
7 Inspector Gadget: failed to disclose modifications to car
8 Postman Pat: Carrying high value items
9 Scooby Doo: Why?
10 Mickey Mouse: Why?

I thought Fred did most of the driving. Though the mystery machine was rather prone to breaking down near spooky mansions,so perhaps he didnt maintain it very well!

I'd argue for a place for Peter Griffin (Family Guy) after he crashed his car into Quahog TV transmitter and blamed it on his daughter. On another occasion he drove his motor into someone's house as part of a conga.
Honourable mentions for Leela and Fry (Futurama) - one has only one eye (no depth perception) and the other is over 1000 years old.

Don't forgot Peter drove his car into his own house when they got moved down South under the witness protection program.
RF just reminded me of that Simpsons episode where the car blazes past Wiggum sat asleep in his Cruiser.
He gives chase and radios into base something along the lines of;
This is Wiggum in pursuit of....a car on......some road....with trees. I'm passing under the sun.....
