My Polo (a different breed however) had similar problems not so long ago.
The breather pipe had split. This was allowing un-metered air into the induction system and was causing some kangaroo style progress. It only every used to 'surge' when the throttle was applied after the overrun.
Is performance down? Mine was as flat as knacker, not that its a ball of fire to begin with.
Check engine breather pipes for splits and poor connections. Actually check the air intake system as a whole for possible leaks.
I was tempted to suggest looking at the ignition system, the distributor cap and rotor arm for pitting and corrosion, but this normally manifests itself as misfiring Is there any of that? Rough idling etc?
Other than that, it could be an injection problem, in which case it might benefit from something like injector cleaner.
BTW, I would save that free pint for someone who knows a bit more about all this than me and actually pinpoints the problem. ;-)
