I am very familiar with this route.

If I was travelling it I would allow 1 hour for a routine appointment.

If arrival time is critical (eg for interview or inflexible meeting) I would add another 30 minutes (1 hour 30 minutes).

The Runcorn-Widnes bridge is congested at this time, but traffic flows steadily (or even quickly). The problem is that this bottle-neck is very sensitive to crashes / roadworks. If this happened, you might spend up to an extra hour stuck in the jam. Worst case scenario would be 2 hours from Liverpool to Northop. I am pretty sure that there are no roadworks planned for the next few weeks.

Have you considered using Tunnel / M53 / M56? I would go this route if the tunnel was clear.

I'd agree with Lounge Lizard. Unless you live close to the Widnes Runcorn bridge, the "new" tunnel is the better route.

I live in the area you're travelling to.
I would agree with the tunnel route, then M53, exit at Hooton and A41, A550, A494, A55 - BUT the A550 is currently closed because of major roadworks between it's junction with the A41 at Hooton and the A540 junction.
I would suggest that you still exit from M53 at Hooton then follow the A41 towards Chester as far as the A5117 roundabout, then join the A5117 towards Queensferry which after half a mile or so will take you past the end of the M56 and on through Shotwick along the A550, A494 and A55 to Northop.
I would say that this will be quicker time wise and definitely less mileage than staying on the M53, then A55 Chester Southerly Bypass.

You shouldn't be delayed after around 9am on any of my suggested route. Hooton to Northop takes roughly 25 minutes going that route at a steady pace.
