I'm not sure myself. I had mine changed 10k/2 years ago and emissions have actually improved since then, and I haven't noticed increased fuel consumption.

Not sure about a dirty air filter, but a partially blocked one certainly does. I once had a field mouse nest in the intake to the air filter and it had a remarkable effect on the engine performance, almost loosing all power. The mechanic said he had never seen one before!

I'm not surprised that the engine lost all power. The little so-and-so is supposed to be on the treadmill and not building a nest for a snooze!
