My M reg Saab 9000 CDXS has a 4 speed interior fan control that only works on speed 4 - is it likely to be just a matter of a new control and if so how do you get to it to remove it.

It may just be a resistor pack which is part of the rotary switch. This link may help you find the part, either the whole switch or just the resistors.

It may just be a resistor pack
Almost certainly if only the highest speed is working.

Had exactly the same thing on my old 9000 it's a cheap fix.
In the resistor pack there's a thermal fuse, it fails with age.
I got a new one at Maplin for about 50p and replaced it. The resistor pack is accessed through the scuttle panel in front of the windscreen, you will see the resistor pack clipped into the heater duct near the fan with some wires plugged into it. You will see the fuse, it looks like a small metal tube with a lead at each end crimped to the resistor terminals. It should be virtually zero resistance, if it's open circuit that's your fault.

i had a look at the weekend but could not identify teh resistor pack - there was a black plastic cover held by two screws which had underneath it a metal component with two wires leading to it with spade clip type fittings - the metal component was attached to the trunking by another lead whih looked likel a sensor of some kind - i assume that this was not teh resistor pack.
Can you give me any more clues on access to the resistor pack ?
