It appears to have 4 wheels, hence not a motorbike on your definition?
Once upon a time I thought that the motorbike definition had something about no reverse gear. Or am I mistaken? I think I remember some 3 wheel cars that could have reverse gear disabled to allow them to be driven on a motorcycle licence.

Nor I! The only sure way to achieve this will be not to get in. What happens when it skids I hate to think about
By the way, 20hp from 400cc is about the specific output of bog standard motor cycles of say 55 years ago. They could get this from a diesel and have real economy.

If it is wide enough to be stable enough for 4 wheels, then I think it would be too wide for nipping between cars in traffic queues and thus defeat the whole purpose!
