Are caravans allowed to be parked on a public road without a car attached to it.

A friend brought his caravan home the day before he was due to go on holiday. He went out with his car to get something, only to find it had been stolen - despite having his usual locks on it. One ruined holiday.

This prompts a question - what can be left on the roadside? A neighbour has an old snack van trailer parked outside his house on the road - tyres are flat, no trailer lights etc. Has sat there for years.
Is this allowed?

HC rule 224 says not at night unless they show lights. It's rarely enforced though.

Back to the point though. If said caravan/snack van is causing an obstruction, surely it should be removed by the council/police as appropriate.

The caravan presumably has reflectors and a flourescent number plate.

We had a neighbour who parked their caravan in the street for several days causing an obstruction. Police arent interested and the council said it has to be there for at least 3 weeks before they are interested.
