(I've just figured out what that acronym stands for - slow that I am :))
Our daughters bloke has offered to be the passenger-advisor when I am working late and cannot get home for the daily ride of terror.
Question is - is he allowed to be the accompanying qualified driver if he not insured to drive the car himself?

Yes.
Provided he is over 21 and has held a full licence for three years he fulfils all the criteria.

Not that it applies in this case, but the supervising licence-holder must also be in a fit state to drive, ie not impaired through drink/drugs/medical condition. There have been cases of a totally drunk licence-holder accompanying a sober provisonal driver and thinking it was legal.

The fit state to drive issue is a good one and this is where my doubt came from - you see, if he needs to be in a fit state to drive so that he can be a proper advisor then that is ok. He does fulfill the other criteria quite comfortably.
But I thought that he may need to be in a fit state to drive and be insured to drive because he may need, in an emergency situation, to take over the driving to get the learner out of a tight spot.

No, his only legal obligation is to supervise the person learning to drive.
What happens if the pupil gets into a situation they can't get out of is another matter. Probably have to get out and push.

Thanks for the replies. I Reckon it might still be best to put him on the insurance if its going to be a regular occurrance.
