I too have a NIP from W Yorks police with the box you mention (I hereby certify that a copy has been served...) not filled in. I would be interested in knowing if this renders the NIP invalid in any way. Clutching at straws maybe but..

At the end of the day if the matter goes to Court, there is a need for SCP partnership to prove that a NOIP was sent out i.e. served within 15 days (14 plus day of offence). No doubt a copy of all that was sent out will be in the file. The box, by the sound of it, is check to the effect that NOIP was sent i.e, purely admin.

I am sure they will have it covered,just seems strange to put it there and saying it certifies it has been served by post,they do not know if it has arrived.Friend of mine told me an interesting story.He was living in his motorcaravan and had it registered to a friends address whilst travelling around.Turned up one day to check for mail and found a summons to mags court,he had missed a NIP and a couple of follow up letters.In court they were not interested in his speeding offence,he was being charged with failing to supply details.His solictor told them he did not reside at that address and he could not respond to letters he had not recieved.The case was dismissed.
