On a related point, what was the rationale in commencing the new registrations with '51' back in 2001?

It seems logical.

They'd reached the end of the alphabet with 'Y', and it was already September, so they couldn't really start at '01' when it was already more than half (0.5) way through the year.
That's how I've worked it out anyway.

They will reverse the plate layout like they did with the old system, i.e. an example plate might be ABC 01MR. That's my understanding anyway.

Why don't they just start with 1111AAAAA and then just keep on going ? Or even just let anybody use what they want provided its not already in use ?
I remember the mess we used to get ourselves into with a smart part numbering system so its hardly suprising the mess they get into wiht licence numbers. Its general not that bright to try and complicate stuff. Its not like computers can track it down any quicker if its logical.
