In actual fact they were causing a hazard to you and any other sensible drivers. The presence of vehicles NOT doing 70 or less is a very good reason why others shouldn't be doing 90 or more!
As for higher speed limits on 'quieter' sections of road how's that going to be applied and enforced? What's a quiet section of road can quickly become very busy indeed and since many people seem to have great difficulty in observing any rules/limits whatsoever I'd like to know how this would work in practice.

The thing is, if you raised the limit, the people that happily do 20mph above 70mph will immediately move to doing 20mph above the new limit.
Only time I can remember all traffic moving at 90mph was the M5 on Christmas Eve.
