ordinarily I would agree, but if you read the details fo the story this is the theory test we're talking about, and he was unable to study or revise for it in any way. Some of the quotes imply that he basically took the test each time, and by doing so learnt the answer to one more question each time.
Mind you, it's hard to say without seeing the details of their test, but if as much of it is common-sense as the UK one, maybe you're right.

I recall a series on the idiot box a good few years ago about driving tests around the world, (no, not the one where they got english people to do the tests) and one that sticks in the mind most is a far eastern one where all the practical is done solo by the student in a large stadium, monitored by examiners from a (safe) distance. If the made a mistake and failed, a flashing light was remotely activated and they had to stop there and then and leave the car. Best of all, this was a spectator event, with a grandstand where whole families could watch and have a days cheap entertainment.
Might have been fronted by clive james, or it might have been a top gear thingy, not entirely sure
