If he leaves the vehicle behind can it be said he has abandoned it?
If yes then there is a duty on LA to remove it under Section 3 Refuse Disposal (Amenity) Act 1978 which says.... where it appears to a LA that a motor vehicle in their area is abandoned without lawful authority on ANY LAND IN THE OPEN AIR.... it shall be duty of the LA to remove.
There is a set procedure involving affixing/sending notices vehicle/owner. Used to be 7 days before removal but now down to 24hrs.
Don't be surprised if LA show littel interest as it will cost them cash....

Wait till the dead of night, open the doors, and push it out into the road in such a way that it blocks the traffic. Then let the tyres down and wait for the police to move it the next morning.

Yes the tenant owes several thousand pound in back rent. When he first lost his job he paid nothing and did not register as unemployed or claim any housing benefit. When he did claim housing benefit after some 3 to 4 months, it did not pay the full rent. I do not know the full amount owed, but it is at least £2-3,000.
The whole issue was compounded by the letting agent going out of business during the tenancy, so no advice was able to be obtained there, even though references were taken up.

From experience of several people I know, be very careful about assuming ownership of a vehicle, even if apparently abandoned and the owner owing rent.
A friend was prosecuted for theft of a motorbike, abandoned on his property. As soon as he tried to register it, the previous owner suddenly materialised, called the police, and my friend was charged and fined.
Let the LA take the worry of sorting out the legal position, and don't touch it.
