Weird road maintenance vehicle

Weird road maintenance vehicle - David Horn
Got stuck behind a lorry today travelling at a snails pace along a local road. Didn't appear to be doing anything but on closer inspection was dragging something along the road surface.

Any ideas what it might have been doing?

It could be a device used for measuring road surface rugosity, or its lack! Skid resistance in other words.
